This document is an accumulation of the CLACDS experiences garnered over the years about clusters. For a long time the cluster theory was considered to pertain exclusively to industrialized countries; however, the Latin American Center for Competitiveness and Sustainable Development's (CLACDS in Spanish) research and experience show that it is perfectly applicable to developing countries. The CLACDS describes the organization procedure in this type of study, which consists of three primary phases: conglomerate diagnosis, benchmarking, and establishing a strategic agenda which, fundamentally, depends on collaboration by the interested parties. In addition, the document points out situations that are unpredictable, but which experience has identified as being capable of making the difference between success and failure in the attempt to promote clusters in determined industries.
