In October 1998, Hurricane Mitch strokes Central America. It was considered to be the most material damaging hurricane in the region's history. This document proposes a regional vision and a strategic plan focused in the reduction of the vulnerability of the poorer communities. It looks forward for a rapid rehabilitation and a guided reconstruction process that permits economic, social and environmental sustainability in the long run regional development process. To achieve this objective three groups of actions are proposed: I) Take measures in order to achieve economic and social stability, II) Measures to catalyze economic growth, and III) Programs that consider economic and social sustainability, and help reduce the vulnerability of the poorer communities. The general strategy contains an operative plan in which action areas and programs to be financed by international aid organizations are proposed.
