The paper attempts to analyze the influence of the institutional framework on the statistical activity, the mechanisms in that framework to ensure the development of this type of activity, and the strategic role of statistical policy. All these have the purpose of making general recommendations to create a national statistical system allowing the development of complete, timely, reliable, and accessible statistical information to use in public and private decisionmaking. The research conclusions and recommendations are applicable not only to Guatemala, but also to all of Central America.
