| The diagnosis of the Nicaraguan seaport system shows serious problems related to load volumes, ENAP's role and labor structure, the role of the government as a whole, restrictions to the private sector's participation in infrastructure development and operation, and fiscal charges on seaport and sea transportation services. The future vision for the system includes modernizing Puerto Corinto to turn it into a leading seaport in the Central American Pacific coast, starting with the proposed privatization of stowage services. The 1997-2000 Action Plan calls for legal transformations in terms of concessions, decentralization of lakeport management, a new rate structure, a new regulating role for ENAP, as well as a new planning role for the MCT. In addition, program components are included to negotiate with the labor sector and with local communities, and to implement an information program aimed at the society as a whole. The concession process for Puerto Corinto must begin in 1998.
