| Submitted to the Central America 's Presidents Summit held in Managua on June 20, 1996, this paper summarizes the diagnostic made. It states that the transportation structures of the region's countries fail to meet the needs of the international cargo transportation market. In addition, the paper identifies the four basic causes for inadequacy in the sector: as a) Restrictions in infrastructure financing, b) Organizational inadequacies in the sector, c) Weak regional coordination, and d) Effects resulting from the customs system. Recommendations focus on three different areas: a) Improvement of regional coordination, b) Eliminating restrictions to transportation infrastructure financing, and c) Action concerning institutional reform in each country in the region. (The customs issue is dealt with in a separate project.)
