| This paper highlights the following conclusions: (1) Modernizing the legal, organizational, and regulatory framework of each country's transportation sector (with regional coherence) to increase the public sector's efficiency and promote the private sector's participation. (2) Strengthening regional cooperation mechanisms so that each country's planning and institutional reforms pursue a long-term, coherent regional strategy and vision. (3) Updating regional short-term planning, incorporating environmental sustainability aspects. (4) Reinforcing a regional perspective leading to effective operation of an “harmonized economic area.” This is a key concept within the new Central American strategy of open regionalism seeking to increase the economic competitiveness and sustainability of Central American countries. Taking advantage of current political support for reform and regional integration in Central America is vital. Presidential summit agreements, action plans, and concrete proposals approved by the heads of the sector create a favorable scenario to the strategy proposed in this paper. The recommendation for a regional organization will be submitted to the group reviewing Central America 's institutions upon request of the region's presidents, so that the sector's opinion can be taken into account when making global recommendations.
