Defines the conceptual framework of the CLACDS' customs modernization project. In June 1996, the Central American Presidents approved a common Custom Systems Modernization Plan. This paper presents the diagnosis of customs houses prior to the plan's initial implementation, as well as quantitative and qualitative progress made in 1997-1998. In addition it describes the agenda of customs activities until year 2005. Three concrete projects are identified to complete the modernization process: Paperless Customs throughout the Region, Interregional Ongoing Traffic, and Customs Agency Promotion of International Trade.
