This paper presents the background to organize the Costa Rican Customs System, pointing at customs reform attempts and some legal reform background. It also reveals the new customs reform begun in the Calderon administration since concept through the mixed public/private sector commission, major reform actions and implementation, and the initial concrete results of other efforts made. The paper reports on progress achieved during the Figueres administration and ends by pointing at the main lessons learned from the customs reform process.
