This study suggests that legal security is a relatively marginal factor in investment flow from north to south, although it is fundamental for local enterprise. The research analyzes the current investment flow trends. National insecurity problems are diagnosed and there is a description of the efforts that all the Central American countries are analyzing in the field of modernizing their legal status. The document creates a preliminary framework for creating an annual legal security index that numerically expresses each Central American country's status in regard to the quality of its legal ordinance.
