The paper's main goal is creating effective cooperation mechanisms to attain a strategic alliance between the government and the private sector in the Comayagua Valley in Tegucigalpa, Honduras. The purpose of this alliance is realizing potentials based on innovation rather than just the use of factors, to combine all the conditions required to attract companies, and promote exports as drivers of employment and foreign exchange. This in turn will create a competitive economy in the area, deeply involved with the international market, allowing higher living standards for the population in the area. Four sections make up the report: 1) Background information, conceptual framework, objectives, and work strategy used. 2) A second section showing the results of a prior diagnosis stating the situation in terms of political, macroeconomic, and sectoral aspects. The same section describes characteristics of agriculture and production in the Comayagua Valley. 3) The third section shows the results of a Consultation Workshop to learn priority issues including inadequate infrastructure, lack of training, cumbersome financing mechanisms, and scarce participation by producers, among others. 4) Finally the fourth section proposes a strategic action framework to enhance productivity and competitiveness in the Comayagua Valley business firms.
