A workshop was held on February 12 and 13, 2004, in San Salvador, El Salvador, to support the processes for creating the strategic memorandum for the Mesoamerican Human Resource Initiative (HRI) of the Puebla Panama Plan. Upper level technical employees associated with government ministries and secretaries in the social and human resource area of the region's countries, along with employees of the so-called Inter-Institutional Technical Group (ITG), and others attended this workshop. This document describes the process carried out at the workshop, the methodology employed, and the results that were reached. In addition, it also sets forth the presentations made by the participants.
