| Central America 's tourism integration has been deemed key to solve problems regarding economies of scale and identification in the international market for the tourism products of Central American countries. An attractive way to speed the process is the Tourism Sustainability Certification (CST) program. This plan, developed in Costa Rica, attempts to serve as a framework for voluntarily ensuring compliance with environmental standards in hotel development and operation and, later on, travel agencies. The CST is recognized as potentially the best environmental certification system in existence for hotels, and its implementation in the Caribbean, Asia, and Sweden is currently under discussion. Regional authorities agree on the priority nature of its implementation in Central America, both for environmental and market reasons. This study evaluates criteria to facilitate o hinder CST implementation in the Central America tourism and hotel sector in general, in line with political, legal, and institutional factors.
