Synthesis of a realistic and challenging proposal intended to serve as a platform for discussion and agreement on the future of Central America at the beginning of the coming century. This paper is the result of several hundred dialogue workshops, work sessions, seminars, and exchanges of ideas in the middle of the change processes taking place in the region over the last three years, as well as a systematic applied research effort with scope and results previously unknown. This way a contribution is made to the development of an agenda for the competitiveness and sustainable development of Central America in the 21 st . century. This is a technical paper jointly developed by the Latin American Center for Competitiveness and Sustainable Development (CLACDS) of INCAE and the Harvard Institute for International Development (HIID.) The analysis and proposals made here were not written to prescribe policies or models outside the decision-making processes of countries in the region, but rather to offer them to the Central American community to promote the adoption of innovative conceptual frameworks and to enlighten collective reflection to find new alternatives in order to meet the region's main challenges as it moves on to more sustainable and competitive human development.
